It,s being reported Mike McDonald pulled his name from the Transfer deal & is coming back as a walk on. I,m out of touch with
these crazy rules now days with the portal & all that stuff. Some one PLEASE explain why he would come back as a walk on? That
makes no sense?

Maybe because when he entered the portal they pulled his scholarship?
Or maybe he entered the portal so they COULD pull his scholarship and use on someone else?
NIL money can trump scholarship money these days, so it's all part of the game.

Well what I do not understand if he was on scholarship why risk losing it, knowing you may not offered? Does these schools have away

It was a numbers thing.
He entered the portal to give up the scholarship.
His NIL package is more than enough to pay for his costs this year as a PWO.
This may have been a test case, or it may be a new wave of the future, unless or until the SEC changes their 85 scholarship limit rule. I haven't heard or read of any others doing this yet, but the transfers don't close until July 1, so there may be more in the future.

I remember reading a while back that there were like 3500 players in the portal. Whatever cycle it was, like a couple of hundred had offers. Do the math. Players leave, more new players come each year from HS. There are only so many spots available.

Plus this is the first year of the NCAA-wide roster limit of 105 players, whether they are scholarship or walk-ons. As NCAA (and SEC) rules mandate total roster reduction to 105, some players are giving up their designated athletic scholarship to be reclassified as a walk-on, and OU's NIL collective is stepping up to compensate them outside the boundaries of a scholarship.
His entry into the portal was a technicality, necessitated by a rule that protects athletes from losing their scholarship at mid-term unless they transfer — or simply enter the portal. Patterson-McDonald enrolled at OU last summer."

Let's face it, NCAA football (pre-2021) is no more and never will be again. While it's not practical (due to the number and type of legal changes required), why not just take the plunge and change college football over to a pro format system, since we all know you can't put the pre-NIL toothpast back in the tube.
I suggest:
Start by doing away with NIL and the toothless NCAA control over football.
Require all players to have 2 year, (no trade and no opt out), contracts with the University.
Hire a Commissioner and/or a Board of Enforcement to oversee recruiting (tampering) violations, contracts, and possibly establish salary caps, among other things.
Give the Commissioner or BOE authority to investigate and levy sanctions and fines against both Universities and/or players, or Administrations.
Establish a Player Association to deal with grievances.
Have a free agency period once a year (I suggest post Spring Practice).
There would need obviously need to be exceptions and special conditions to these rules (i.e. coaches leaving, injuries, leaving for the NFL, etc.)
Yes, these would be big changes from our current system, but it appears we are headed that direction eventually anyway. Just look at the number and impact of all the changes in college football since NIL became the law of the land. So, just go ahead and get it over with then hopefully most of the craziness will go away.
